OCEAN COUNTY – A multi-agency probe into drug activity in South Toms River and Berkeley Township leads to the arrest of a suspected dealer.
Ocean County Prosecutor Bradley D. Billhimer confirmed 26-year-old James Bivins of South Toms River was arrested on Thursday, November 21 after police surveillance units observed him meeting another individual. Bivins was stopped after leaving the scene during a motor vehicle stop. Inside his car, police found five grams of Crack Cocaine, 320 wax folds of Heroin, a loaded .40 caliber Taurus Semi-Automatic Handgun and $1,400 in cash.
Bivins was taken into custody and faces a raft of possession, distribution and weapons counts. He remains at the Ocean County Jail pending a detention hearing.
According to Billhimer, the actual charges are as follows: Possession of Heroin with Intent to Distribute, Possession of Heroin, Possession of Cocaine with Intent to Distribute, Possession of Cocaine, Possession of Cocaine and Heroin with Intent to Distribute Within 1000 Feet of School Property, Possession of a Weapon for an Unlawful Purpose, Possession of a Weapon During the Course of a Controlled Dangerous Substance Offense, Being a Certain Person Not to Have Weapons and Unlawful Possession of a Weapon.
Billhimer would like to commend the Ocean County Narcotics Strike Force, Berkeley Township Police Department Patrol Division and Detective Bureau, and South Toms River Police Department Detective Bureau and K-9 Unit for their collaborative efforts in this investigation resulting in Bivins’ arrest.
